The concept of the Festivus pole was introduced by the writter Dan O'Keefe. He claimed his family used the concept as early as 1966 but it was introduced to the world through the show Seinfeld in 1997.
Festivus was initially a parody designed by a scriptwriter as part of a Seinfeld television skit. It was celebrated December 23 in lieu of the commercialized traditional holiday season. It is considered a secular holiday or an alternative holiday.

Festivus has truly become a "holiday for the rest of us" and as such there is no longer a date limitation.
It was called the Human Fund. With the tagline "Money For People". It was on the episode where George's Father is going to celebrate Festivus, his version of Christmas. And George gets caught by his boss for giving out cards to a fake charity. So he explains Festivus to his boss and they all go to George's parents house to celebrate Festivus including, Kramer, Elaine and Jerry.
