As viewing the motor from the front of the car, the belt tensioner is located on the left side of the engine. On what is essentially the front of the motor, the belt tensioner is located just below the idler pulley.

See "Related Questions" below for more about Taurus serpentine belts - both routing diagram sources and ideas on installing them. get the belt routed correctly, leaving a loop near the tensioner pulley. using a 15mm wrench on the tensioner bolt, move tensioner toward front of car (spring-loaded) slip smooth side of the belt over tensioner, release pressure on tensioner slowly. verify belt is fully seated before starting engine.
There is also a possibility that an idler bearing has failed but that noise is a bit different from a rubber on metal squealling noise. To be certain of the problem befor you start throwing parts at it is to remove the belt and check each pulley and idler pulley (on the tensioner) for excessive play and/or rough or lumpy feel when you rotate them by hand.
The tensioner has a spring in it that provides the correct tension for the belt. If it is too loose, replace the tensioner.
