In general application, it is less about powers "forbidden to Congress", because of the Supremacy clause, and more about the Amendment X residual powers reservation to the States. For instance, the Commerce Clause is deemed to be nominally limited in its application to uphold Congressional regulation of "interstate" (and even what is really "intra-state") commerce, and the Dormant Commerce Clause has been held to limit state regulation of commerce too, but the Court has interpreted the Commerce Clause quite broadly to favor rather than disallow Congressional action to regulate commerce (and also precisely how "commerce" is defined at law).

Just remember that States are sovereign too. An example is that most criminal law is handled at the State level; criminal activity usually (but certainly not always) has to take on a distinctly interstate character or occur within a special, defined federal jurisdiction, in order to be prosecuted federally.
