It is impossible to say exactly where pliers were invented.

Wherever fire was tamed by early humans, there would be a need for a wooden stick to manage the coals. Then two sticks would be used to lift and move hot objects. Then a partly broken branch with both halves still attached to each other would create natural tongs. Then two sticks would be joined together by wrappings of vines to form rough pliers.

Any location that shows early forging of metals can be guaranteed to have seen the use of wooden, and then bronze, pliers for handling the hot metal.

Early humans were not stupid. Pliers were probably invented many times, in many places.
