Under all the 5 continents. You might think that there are 7 or 6 but there is a tectonic plate under both South America and North America, then on for Europe, Asia, Africa, Oceana and Antarctica

actually they are not on the magma. there is a thin almost plasticlike layer between the magma and the plates.

Plate Tectonics is an ongoing process driven by the heat generated by radioactive decay in the core and mantle. The material of the mantle rises and falls in convection cells as it transports that heat upward through the earth. The crustal plates, which float on the tops of these mantle convection cells are pushed around by the motion of the mantle material at the tops of the mantle convection cells they float on. These moving crustal plates separate at spreading centers (e.g. midocean ridges) and collide at subduction zones (i.e. oceanic plate to continental plate collision) or forming giant mountain ranges (i.e. continental plate to continental plate collision). Many other phenomena (e.g. earthquakes, volcanoes) are produced by these processes and are also part of the process of plate tectonics.

In other words: plate tectonics is everywhere on and in earth.
