I believe you may be referring to former president Ronald Reagan. On March 30, 1981, Reagan delivered a luncheon address to AFL-COO representatives at the Washington Hilton. John Hinkley Jr, who gained notariety from sending love letters to actress Jodie Foster that described how he intended to assassinate the president in order to prove his love for her, had arrived in Washington and positioned himself outside the hotel where the president was speaking. At about 2:30pm, as the president exited the hotel, Hinkley used a 22 caliber pistol loaded with devastator bullets to fire all rounds toward the president and others around him. James Brady was struck in the head and suffered permanent brain damage. Special agent Timothy McCarthy was shot in the upper right abdomen while using his body to shield the president. A Washington city patrolman was also shot. One of the bullets struck President Reagan in the armpit and traveled to a point inside his left lung about an inch or so from his heart. The bullet was of a small caliber and its design (devastator) was intended to explode on contact, but the shells purchased by Hinkley were old and none of the rounds actually detonated. If they had, it was speculated that the president and the others who were shot would have been killed. When the shooting started, secret agent Parr grabbed the president and shoved him into the presidential limousine and laid on top of him in the event of further attempts on the president's life. The president thought he had broken a rib from being shoved into the limo until he coughed up blood. Parr, realizing Reagan had been shot, ordered the car to divert to Washington University Hospital where surgery was performed to remove the bullet. The president made a full recovery. I can tell you this story with some degree of accuracy because in November of 1982, I stood directly alongside Special Agent Timothy McCarthy at the Houston 100 Club as he received a meritorious award for bravery in the line of duty. I simultaneously was being awarded Officer of the Year and together with McCarthy, received recognition by president Reagan via pre-recorded video that was broadcast to the audience.

Hinckley shot President Reagan because he believed that by becoming a national figure he would be actress Jodie Foster's equal. He was obsessed with her.
I think that in his twisted mind the shooter thought that his dream girl, Jodie Foster, would admire him if he shot the president. He may have had other reasons besides.
