Put the serpentine belt on to the pulleys of your 1994 Chevy engine. Tighten a serpentine belt with the tensioner pulley.
If you have a 2.2 liter 4 cylinder, the water pump is under the alternator on the passenger side and below the serpentine belt tensioner.

The power steering is driven by the serpentine belt which must be changed by releasing the tensioner, located below the alternator. The only other belt is for the A/C compressor.
You can't tighten a serpentine belt. The auto tensioner keeps the proper tension on the belt. If the belt is loose, it has stretched and needs replacing or the tensioner spring is weak or broken and the tensioner needs replacing, or both. . . INCORRECT. . . It's on the front of the engine and the belt rides on it's pulley, it's the pulley that you have to release to get the belt off.

There is only one belt, the serpentine belt. You use a wrench to loosen the spring loaded tensioner and remove and replace, there is no timing belt it has a chain.
