The Flying School in GTA San Andreas is in the Verdant Meadows old disused airstrip which Toreno tells CJ to purchase.

once you have got your pilot license, if you head down to the airstrip, you will see in one of the sheds there is a Rustler sitting there.

In GTA: San Andreas, the protagonist, CJ, gets to play choppers and fix winged aircraft, including military hardware. He has to complete a Flying School set of missions in order to gain his full pilot's licence.
In GTA: San Andreas, obtaining the full pilot's licence enables CJ to access all the airports in San Andreas and to fly the planes that are there, together with any other planes in the game, like the Sea Sparrow on the Sherman Dam, for example.
When CJ has completed the Flying School missions at Verdant Meadows and achieved his pilot's licence, he will get a call from Woozie inviting him to visit the new casino in Las Venturas.
During his section of the missions, Mike Toreno tells CJ to purchase the abandoned airstrip, The Flying School can be found at the old disused airfield in Verdant Meadows, Bone County (marked on the map with a plane icon). This location is roughly between Area 69 and Las Venturas. The Flying School office is at the top of the airstrip, near the large hangar.
You cannot aquire a pilot licence in Grand Theft Auto IV, all you need to do is locate a helicopter and then enter it. Caution: If you are getting a helicopter from the Francis International Airport, I advise you do so quickly as the NOOSE (SWAT) are dispatched to take you out for trespassing (4 stars)
