It is reset with a OBD2 scan tool, after the repair of the system.
Under the dash board on the driver side. Close to the hood release. Looking up from the brake pedal, you will see a white OBD2 port. http://www.fixexpert.com/wiki/odb2.php?page=odb2&id=20532 For a real picture see link http://www.fixexpert.com/obd2/data/toyota/camry/1999.jpg All that is available online at the Car wiki repair site; http://www.fixexpert.com/wiki/OBD-2+Location
The port should be under the steering wheel at very end of the plastic shield.
It depends on reader. If you reader can supports OBD I and has appropriate adapter then you are good to go.

The OBDII on a Toyota Tacoma 1998 is located on the driver side under the console right above the gas pedal... I should know I own a Tacoma 1998.
OBD2
LOCATION OF OBD2 PORT?
The standard location is by your knees under the dash of the drivers side. Since it's 2003, it's OBD2. You can get any scanner that says it will read OBD2 codes.
