In most cases these heaters are NOT installed. About the only exception is if it was added by a dealer where it was originally sold. This happens more often when the van is sold in COLD climates.
If it was installed as recommended by the factory, you should see an AC power cord tied up on the diagonal bar - under the hood - on the passenger side of the van. If you find that power cord, you can follow it back behind the engine to see where the heater is located. But to actually get back there you will need to raise the vehicle, remove the right front wheel and the splash shield. These heater are supposed to be installed just below the back side exhaust manifold and actually heats to coolant - not the oil (like some old model engines).

it does not come with a block heater unless installed by a mechanic. if so, it will be in the engine block under the exhaust manifold. can see it from under the van

The block heater cord is on the Engine Block Heater on the 2007 Chevy Optra.
A block heater was not standard equipment on a 2001 Chrysler 300m.
I don't know, but I would offer a suggestion. Block water heaters plug into an AC power source with a standard plug. Simply follow that wire to the block heater. They typically screw into either the block or the cylinder head. Hope that helps.

A block heater is not a standard item for most vehicles. They have to be installed aftermarket.
Since approx 2003 the cord for the block heater has to be purchased separately.
It does not have one.
You can find the block heater cord behind the grill of your 2001 Chevy Astro. The cord will be on the drivers side of the grill.
