Not sure if I can answer this properly, but the other night I was watching a program on PBS (or the Learning Channel) and this exact question was being asked by someone during the show. I believe the short answer that came from one of the experts was a school called the Ashfrod School Of Antiques (can't quite remember the name). Anyway, they had experts on from all over, and they seemed to think that antiques and appraising were really just like any other subject, and that as such, should be taught just like history or English. They all seemed to agree that school's like this were the way to go. Not sure if that helps?
P.S. the name was the Asheford Institute Of Antiques, not Ashfrod.
