In the relay/fuse box in front of the battery,small 10amp fuse and 30 amp relay at engine end off relay/fuse block
Keep it simple, check the horn fuse, if good remove horn relay & briefly connect the #86 & #30 (12V+ to horn), If horns blow then swap relay with Daytime running lights. Note the relay position when you remove them cause GM reverses some of the relays. If horn still doesn't work then its probably the horn switch on the air bag cover. $400+ repair.
Faulty horn switch, faulty horn relay, or a short to power somewhere in the wiring. Power should be constant at the 30 pole of the relay, and should only be present at the 86 pole when the horn switch is depressed.

You have a Horn Relay in power distribution box. Remove horn relay, connect jumper from terminal 85 to ground, connect one end of second jumper from terminal 86, connect one lead of a ohmmeter to terminal 30 and other lead of ohmmeter to terminal 87-should be resistance, now connect loose end of jumper from terminal 86to battery +, should now read zero ohms on meter...relay should also "click" oterwise it is bad. Another thing that goes bad is the "horn blow switch", it usually reads like 5 ohms approx.

Yes. I have a '98 Corolla which has a horn relay. Look under the hood on the driver's side. You will find a weatherproof fuse box over the left front fender. Fuse no. 10 is for the horn. To the rear of the fuse box, you'll find another weatherproof box which contains the relays--all clearly labeled, including one for the horn. The horn relay in my car is a Toyota 90084-98031 TN156700-1070 12 volt, made in Tennessee by Denso. Most horn relays pass 30 amps, so I'm safe in assuming mine will pass at least 10, which should handle any horn which fits in the car. The stock horn may be OK for quiet neighborhoods, but it's useless for keeping an 18 wheeler from merging into you on noisy freeway. I'm installing a switch under the dash which will allow me to select which horn I want--one position for a stock, polite "beep", and the other for an obnoxious, twin-trumpet, 135 db "B W A A A A P ! " when I need to scare the $#!t out of some moron. Whichever horn I have selected will be controlled by the stock horn button.
