Maybe Jesus was somewhere in Judea when He told the story Luke chapter 10 because later on in the chapter He is in Bethany, but we cannot be sure about that.
If you are talking about the story of the good samaritan in the Bible, it doesn't take place in any particular city. The parable just takes place on a road to a city. If you are referring to another Good Samaritan story, I can't help you. Sorry.
Most, if not all, of the parables are relevant in todays world. However, modern-day problems of e.g. technology (tv) and so forth are not specifically addressed because there was no tv 2,000 years ago. None of the women were wearing miniskirts like todays women sometimes to, so there's nothing in the Bible that mentions that immorality. Yet, people were told to be respectful, told to be kind to each other, to be patient, those things and more, are very relevant. The parable of the Good Samaritan, for example is still relevant in its meaning, not specifically the words "Samaritan" and so forth, still if someone sees a very poor man begging, the example of the Parable of the Good Samaritan would be: be kind, give him money, give him a place to sleep and clothes to wear, even later help him find a job. In that way, its' also a parable that teaches NON-racism, don't hate other races: as the story goes, the Samaritan was a race hated by the Jews, but Jesus gave the teaching that a Jew can help the Samaritans. OK? So, it's still relevant, today. If you don't know that parable, it might be a good idea to telephone a Christian Church, and ask them for more information. Take care of yourself.

A Samaritan is a person from Samaria. In the Biblical story of the Good Samaritan, Samaritans were a demographical group of people who were Gentiles. He helped a Jew, which was not a normal thing to do in those times because of the differences.
This is a parallel that we can draw from that parable. The parable was not meant for the conclusion we draw from it of human environmental relationship. It is meant for our use of the talents that Jesus has given us to promote His Kingdom. The useless steward was not afforded a place in heaven as he did not use his talent to help others to an understanding of Jesus' kingdom. Take that as a warning because Jesus wants us to do the same. If we neglect to act we will end up in serious trouble The parallel to the environment is that we ARE STEWARDS of our individual sphere of influence and we are mandated to take good care of what Jesus lent us to use. It encompasses our entire scope of life, but for this time I would confine to our environment.
