There is a grant process that is used by people who are applying for grant money--you would ask for the proposal guidelines. Then, you would prepare a written proposal and send it (and the requested number of copies) by the deadline to the entity in charge of the grant. It takes some knowledge of grant writing, accounting, development and so on to write an acceptable grant.
