I would avoid scam shops that publish anything they see... but make the author pay for it. While there are a few publications of some repute that only publish online, the vast majority maintain a paper publication. And, if you happen find a website where poets can publish their poetry for their peers to read, it's a pretty clear indication that it has zero quality. You can, if you like, go to one of those sites and post a poem from a published poet and you'll find such comments as: "I don't get it, but keep trying!" If you delete every third from a page of your physics text book, you'll get such comments as: "I really feel the depth of emotion, wow!" I wouldn't trust poetry can be found published in a book or a magazine.

You can find them in certain websites or your local library and in good book stores, or also by subscribing to a small press publisher of which there are hundreds.

You can find them in songs, books, or the internet.....

If you are looking for a particular poem, obtain the most famous anthologies of poems and search by the first lines or title or by the names of the poets. Certainly it will be there, if it is a well known poem.

If you have difficulty in finding what you want, ask a librarian.

There are several sites where people post their poems for critique from other poets. One of the best is the Alsopreview, but the Sparknotes site is also sometimes worth a visit.

But if you want to develop as a poet the best way is usually to join a local writers group. Your local library might have information on this, or you could check out the events notices in any local community centres.
