It's possible that when you first try to start up the computer, you're not depressing the button firmly enough. I had that problem with a laptop ... I'd push the button, then turn away doing something else and when I turned around again, it hasn't booted up. So I depressed the button again. This time with a bit more firmness. I now make sure I depress any buttons firmly, but not jabbing at it. Just my opinion.

Umm...first u might wanna restart your computer/laptop, if that doesnt work then try downloading it from a mirror site. OR you can just wait for a while and try again becuz it might be a problem with the server or w/e and you never know it might be fixed after a while..
It definitely sounds like a fuel problem, the first thing I would do is change the fuel filter .
