A google account is not stored on your computer. The account information is stored on Google's servers. So all you need to do is go to any of Google's services in your browser on a new computer that require login, such as email, and login. You can then usually click the checkbox as part of the login screen that says "Stay signed in" and you won't need to login each time.
They serve different functions. Google Chrome is a web browser, that was developed as a separate project by Google, to browse the Internet. Google is a search engine, that allows you to search the Internet for websites, and offers various services. Being a browser it can open your local HTML/image/flash files which obviously the Google search engine or site cannot. Google Chrome is way cool and please get it. It is not bad.

No one on Google Plus can see what websites you visit. In fact, Google itself cannot see your complete browsing history. The only information that Google records is what you search for, and which links you click on. However, this only occurs if you are signed into either Google+ or has enabled Google web history. Just to be extra safe, though, if you do not want anyone to see the websites you visit, either sign out of your Google account or use private browsing.

Cookies very often only last the length of your browser session or until you do a "clean up". However, the infamous Google Cookie lasts until around 2038 AD in your browser . These cookies contain a unique identifier that can link you directly to your search terms. There are countless ways to disable/modify the Google Cookie. Without knowing which browser you use and your level of IT competence it's difficult to say which one would suit you best. However, probably the easiest and quickest way is to clean up your browser, including deleting cookies. Remember though that with the cookie removed for the site so are all your personal preferences.
