One hand goes flat on the forehead to tilt. The other hand either performs the chin lift or the chin lift/jaw thrust. Jaw thrust is not done if it is suspected that there is traumatic injury to the area, particularly the jaw itself or the trachea.
In some cases an artificial airway or trach tube is needed, due to trauma to the area. But if you are not trained to use these, then as the first responder you need to do whatever it takes to establish an airway (the "A" in ABCDE) before moving on with your interventions. Otherwise breathing & circulation will not be possible or effective, and the patient will die.

Place your other hand on the forehead, open the airway with most of the force on the forehead and less force on the jaw.
place your fingers from the other hand on the victim's forehead. Lift the chin to open the airway, using the other hand to stead the vic's head.
Use your fingertips to lift your friend's chin and support her lower jaw. Mover her jaw forward to a point where her lower teeth are almost touching her upper teeth.

Place one hand on her forehead, and place the fingertips of the other hand under the bony area at the center of her lower jaw.
The next step is to place the other hand on the forehead of the victim, andpush down on the forehead as you lift the jaw to bring the chin forward.
