The redo button reverses the action of the undo button.

Ctrl - Y or the Redo button will do this, so they can be used.
Re-do repeats the same action. So if you want to do the same thing over and over again, a quick way can be to use redo, rather than whatever way you might have to do the actual task itself. Using redo can be quicker.
When you undo something you go back to before you made the change. When you redo something you repeat what you have already undone. You have to first do and undo before you can do a redo. So if you undo something and realise that you should not have undone it, you can you use redo to effectively undo the undo.
If you are still in buy/build mode then you can click the redo button and they will come back. If you deleted them and then exited out of the buy/build mode then you would just have to rebuy them back because after that you couldn't use the redo button.
The "Redo" button on most games allows for the last operation to be disregarded. If a person makes a game play they did not like they can use the "Redo" button. Sometimes a game will regulate that only a certain number of "Redo" operations are possible.
