Google announced Street View going live in South Africa in June 2010 to correspond with the 2010 World Cup held in Cape Town.
In May 2010 Google had said that Street View would be available in South Africa when the games start, which it did.
Images for Street Fighter IV can be found in many websites that show images that are archived. Some of these include Pinterest, Google Images and other blogs.
The Street View images that are used are not necessarily taken at the same time as the images that are used in the mapping version of these online tools. Therefore one might be a couple of years older than the other.

To compile Google Earth street view photos, Google send out vans with panoramic cameras. Because it was and is an huge task, some images are not up to date, but it is an ongoing process.
A "Google photo" may refer to different things. First possibility: You are referring to Google Streetview. In Google Streetview, one can view (where available) 360 degrees panoramic pictures taken of a street at different positions in that street. The pictures were taken by 9 directional cameras, covering a view of 360 degrees, which are mounted on a car along with a GPS unit. If you are refering to Google images, these images were indexed by the Google crawlers.
You can either go and download a very old google earth.OR.....You can go on google images and type in the street you wish to discover.[If that doesn't work then....I got nothing.SORRY.
If by that, you mean filter the offensive images in street view, then no, they haven't. They want us to see the world just as it is.
To find google earth images, you need to go to google first and click on the satellite tab that will show you the views from a satellite rather than the street view or the walking view.
