Jesus wasn't declared 'divine' by the Catholic Church because there was no need to.

Jesus was predicted in the Old Testament prophets to be divine (Isaiah called him Emmanuel - God with us).

He declared himself as divine by what he said (e.g. My Father and I are One... he who has seen me has seen the Father etc) and by what he did (he accepted worship, he forgave sins, he did miracles in God's name, he declared himself as Judge of the World etc).

The Gospel writers and Paul also regarded him as divine (eg John 1 - ... in the beginning was the Word. The Word was with God and the Word was God...).

The early Church also regarded him as divine as many of the Church fathers were in a direct line from the original apostles and took on their belief (eg Irenaeus was a pupil of Polycarp who was, in turn, a pupil of John the apostle).

Therefore at no time did the Church or even the Catholic Church 'declare' Jesus as divine as this was always taken as read. However, there were some heretical views such as those of the Arians, who did not accept the divinity of Christ, but as these views went totally against all that was categorically known about him, they were dismissed as heresy.
