Depending on who you ask, the answer will vary. Some would argue that it became a symbol the moment Christ was removed from it in 30 AD. Others will site a specific historical incident later on where a group took up the specific cross symbol. And the opinions of when exactly this was very greatly. But this symbolism of an empty Cross does trace back to at least a couple centuries after Christ for sure.....maybe even further back.
