He recites the blessing over the portion of the Torah that will be recited by the cantor. He may also recite the entire haftarah portion and make a short speech. This is the actual bar mitzvah event. If the family chooses to give a party to celebrate the bar mitzvah, it is comparable to a reception following a wedding, where the real marriage is the wedding (just as the real bar mitzvah ceremony is the boy's participation in the religious service in the synagogue) and the party afterward is the celebration.
