That's hard to say since several parts of the US belonged to Mexico at one point. And lets not forget the when the states where in need of extra hands they let the Mexicans enter and then they would kick them out but they let them enter again. So it's difficult to say.

Why is it illegal for Mexicans come over to the US?

It is not illegal for Mexicans to come into the US. It is illegal for them to do it in an illegal way. You don't just cross a border, buy falsified documentation, have kids, and assume that everything will be ok and you will become a citizen. We Don't have open borders, with citizenship open to all who can figure out how to cross the border. But anyone from Mexico is welcome to come to the US legally and to work toward citizenship. We are a nation created by immigrants.

Why don't Mexicans go back to Mexico?

First, it is a myth that all immigrants are Mexicans, and it is also a myth that the US is being overrun with illegal Mexican immigrants. While many illegal immigrants are indeed from Mexico, many are not. (And it should also be noted that many immigrants from Mexico are legal, and have every right to be here.) Studies have shown that there are illegal immigrants from numerous countries, including Ireland and China, who come to the US and either overstay their visa unintentionally or decide they don't want to leave, even when they are supposed to. As for Mexicans, many do in fact go back to Mexico. But others stay, and in some cases, they live in the shadows for years, working at jobs many Americans don't want to do.
