The Germans were not the first to declare war it was the Americans. On April 6th, 1917 President Woodrow Wilson U.S. Congress decided it was time to get America involved in "Europe's war".
They were pressued into doing this after receiving what is know as the "Zimmerman Telegram". This telegram was to be sent to the Mexican government by the German government as invitation for an alliance. The Germans agreed to financial support a Mexican effort to engage America in military action. They wanted this to make sure that America would continue to stay out of the war in Europe. If the Mexicans were successful the Germans would give them all the land lost in the California, Texas, and New Mexico territories (all other conquered land would become Germany's.) Also in the telegram Germany said that it would use Mexican waters to carry out a naval campaign against American shipping. President Wilson campaigned that he would keep the seas free of danger, with this threat he felt he had no choice but to protect America.
The United States declared war on Germany on April 6, 1917.
There was two major reasons. First off, the German U-Boats sank 3 passenger ships carrying US civilians and citizens. As if that wasn't enough, the Germans sent the Zimmerman code, which was a code (intercepted and decoded by Britain) that asks Mexico to ally itself with the Axis (or, at least Germany). If Mexico does ally itself with the Axis, then the Axis would help Mexico take back some of the "origianal" Mexican lands that the US took over. Seeing this, the US got pissed (after a large amount of casualties and a lethal threat note) and began to attack (or, declare war on Germany). Because the British were also going against Germany, and Britain was once the US' homeland, the US joined war on the Allies' side.
Are you looking for an official responce or a rationnal one....actually, it was December 8th or 9th 1941 right after we declared war on Japan

well Germany did declare war against the Jews but it was the Jews who decleared financial war first in March 1933
This question was put into the categories of World War 1 and World War 2. The answer is that the US did not declare war in either war for the reason that the Germans threatened to sink all ships in British waters. World War 1: President Wilson chose to declare war on Germany in World War 1 when he learned from the Mexican Government that the Germans wanted to attack the US through the US borders and Gulf of Mexico. World War 2: President Roosevelt declared war after the Japanese bombed the US Naval ships and planes in Pearl Harbor on December 7, 1941. They became officially involved in the European Theater of Operation once Hitler declared war on the USA.
