Verse 15: For he shall be great in the sight of the Lord, and shall drink neither wine nor strong drink; and he shall be filled with the Holy Spirit, even from his mothers womb."

So the answer to your question is that John started his ministry from his Mothers womb as the Holy Spirit was with him from that time.
