Canada was the first country created by legislation. The British North America Act (now the Constitution Act) created Canada as an independent nation on July 1, 1867.
Canada has never had complete independence. They Confederated in 1867 but still answered to Britain and were treated as a colony. For example Canadian soldiers in WWI severed with and answered to the British.
By WWII Canada was beginning to stand on it's own and send it owns troops who answered to Canada. After the war Canada as a significant military power and became one of the few countries to deploy nuclear weapons in a theater of war.
The repatriated their Constitution in 1981 which would break all political ties with Britain but by then they were little more than a protectorate of the USA having given up the military needed to be independent.
Today Canada is not able to defend itself and relies on the USA for it's defense. Canada is also unable to defend or properly administer it's borders and is entering into a border deal with the USA that would see Americans at Canadian borders. America also has FBI and Homeland security offices in Canada and active officers enforcing American law in Canada.
Canada is likely farther from being independent now than at almost any point in it's past. To be independent today would mean standing up to a world super power and without any of the military power we've held in the past.
No. Canada has never been an "Independent" country. It has always answered to or handed over large areas of responsibility to a superpower. First it was Britain then the USA. Today Canada is a protectorate of the USA militarily and has only minor control of it's economy due to trade agreements.
There are 83 universities in Canada that are independent post-secondary education institutions with degree-granting authority.
