I'm not a professional, but i would mouse my hair when it is wet. it holds better that way. but i haven't curled it after i moused it, so maybe it wouldn't work. idk. sorry if i wasn't helpful
it doesnt HAVE to be wet or dry but dry is better for your hair. if you iron it wet, your hair can become heat damaged. ____________ Hair must be completely dry before using a heated curling iron. If not, the hair will scorch.
