sounds like your starter, some times if you get under neath the car and hit the starter a few times with a rubber mallet or a hammer. It will break free if its froze up, but if it won't turn over after doing that then your starter is toast. If the starter goes it sometimes takes out the battery too. so you might need a new one as well.
To that other answer;
It's not always the Battery.
It could be the Starter.
or the Solenoid
or even the Alternator.
Trying jumping starting it; If that fails to work, disconnect the battery cables and clean them off, as corrosion can make it difficult; then connect them again.
If that doesn't work, Tap the starter, with a hammer, as the gears inside can wear down and get stuck inside. (Sometimes, a softer, flat hammer side works wonders, as opposed to a regular, nail-hitting hammer.)
If you don't know where the starter is; It's usually on the front of the engine block next to the transmission cooler, It'll be a big cylinder, with a little one attached.
Should all those options above not work; Trying charging the battery, perhaps it just needs a little boost.
OR simply take it to a mechanic and have them fix it.

Most likely, your battery is low, and it may be low for one or more reasons: Altinator not working, an electrical short that may be draining the battery, etc.
Dead/disconnected battery or bad starter if it starts intermittently. Probably the battery though.

I'm pretty sure there is only one Whistle sound used in Burn Notice, so it will most likely be overdubbed and he wont actually be whistling! My best guess is that the one whistle sound is kind of a running joke in the Sound Design team!

Jump start car and ensure alternator and battery are good.
That could be the alternator or the battery. Try jump starting your car with another car's battery. If it still does not start, it is probably the alternator. If it starts, your battery is dead.
The starter is bad and the brushes need changed you can change them your self for dirt cheap or replace the whole starter for more money.
check your battery connections....sometimes when you have a loose ground or the positive cable is not secure to the battery it wont make a complete connection and the clicking sound results.....had it happen before...simple fix of just tightening and/or cleaning the connections to the battery terminals

If the 1992 Dodge Caravan won't start but makes a clicking noise, it is probably a combination of things. The starter solenoid is making the battery go dead between starts. Replace both and the problem should be solved.
