It was generally agreed upon - even between his split cabinet - that Washington was the only man to hold the Union together in the country's early stages. After prodding from Hamilton and Jefferson, this being the one thing his feuding cabinet members agreed on, he ran practically unopposed for a second term.

In addition, the international turmoil caused by the French Revolution was another reason that among others, Thomas Jefferson urged Washington to run a second time.

Yes, but he could have served more terms because at the time no one had a limit on terms for a President. He did not even want to be President in the first place.
