The roots of IRS go back to the Civil War when President Lincoln and Congress, in 1862, created the position of commissioner of Internal Revenue and enacted an income tax to pay war expenses. The income tax was repealed 10 years later. Congress revived the income tax in 1894, but the Supreme Court ruled it unconstitutional the following year. 16th Amendment
In 1913, Wyoming ratified the 16th Amendment, providing the three-quarter majority of states necessary to amend the Constitution. The 16th Amendment gave Congress the authority to enact an income tax. That same year, the first Form 1040 appeared after Congress levied a 1 percent tax on net personal incomes above $3,000 with a 6 percent surtax on incomes of more than $500,000. In 1918, during World War I, the top rate of the income tax rose to 77 percent to help finance the war effort. It dropped sharply in the post-war years, down to 24 percent in 1929, and rose again during the Depression. During World War II, Congress introduced payroll withholding and quarterly tax payments.

By withholding I will guess that you mean the amounts that you are contributing to your 401K BEFORE income taxes (deferred compensation amount) that will not be subject to the income taxes during the year and will reduce the amount of your taxable gross wage amount that is reported in box 1 of your W-2 form at the end of the tax year. The deferred contribution amounts will be subject to income tax in future years when you retire and start receiving distribution the taxable distribution amounts from your 401K plan and at that time the taxable amounts will added to all of your other gross worldwide income on your 1040 income tax return and subject to the federal income tax at your marginal tax rate.

There are no age (young or old), or start and stop times for income tax. It is all a matter of Taxable Income (not a matter of working - many people who don't work have or make a lot of money). it is entirely possible and not at all unusual that a newborn that inherits or is gifted money/property, income will have income from it as well as tax due on it.
Any income is taxable, regardless of how long or how much you worked - you are txed from the minute you start getting paid for it.

The easiest way to save for retirement is to enroll in the 401(k) program that many employers offer. Contributions to the plan are deducted from paychecks automatically, and will often be matched by the employer.
Yes, (presuming you had income and were required to file) and you will be forever...as the statute of limitations doesn't start to run until a return is filed. Of course, if you had income from employment, and hence, withholding, or made so little you quailified for credits or benefits, you probably had money coming back and just screwed yourself anyway.
