The blue powder is probably from the heater. The copper in the heater has a tendency to leave blue powder in some pools. New: Does that blue powder brush off? Is the "powder" a stain more like the color of copper? When have you cleaned the filter last? Copper seems to be the answer. But what is causing it? Are you maintaining the pH balance of 7.6 -7.8? Or are they consistently at 6.8 - if the latter then it is copper stains and most likely you are not at the 6.8 level. If you could take a digital reading of the pH it would most likely read at close to 3.0. Adjust you pH and alkalinity to proper levels and in the future test the water to see what the demand is for pH etc. Don't guess. Having an acidic pool harms the plaster and the pool equipment especially the heater. You no doubt have reduced the life of all by half. Hope the blue is something else. What have you recently added and how much to the pool water that may have caused this?

I doubt in the above answer that chlorine will clear up a "blue water" situation. BTW, is the water or the pool surface - floor, walls etc - blue - there is a huge difference. The blue affect on the plaster could mean a greatly out of balance chemistry - pH and Total Akalinity.
Never heard of the water turning blue unless there was an additive put into the pool that would purposely turn the water blue.
If you're asking about the pale blue colour of swimming pool water, it's because water absorbs light. Light that is visible to humans comprises the seven colours of the spectrum. The light at the red end of the spectrum gets absorbed, but the blue does not, hence you can see it in water of sufficient volume.

Yes the 1997 Toyota Camry has a metal screen filter inside of the transmission pan on the bottom of the transmission, you will have to remove the bottom transmission to get to the filter, because the filter is a metal screen you do not have to replace the filter, you can clean the filter and reuse it
