In the back of the toilet where the drain pipe goes down there is what is called a trap. It is an "S" shape in the pipe that traps the water in the bowl. When there is enough water in the bowl to push out the water and air in the trap, it goes out taking the water in the bowl with it. If you mean the automatic flushers that you find in public restrooms, then they have an electronic eye that senses when there is someone there and when that person moves it flushes.

It is probably not flushing, just the tank filling. The flapper in the bottom of the tank is not sealing completely letting water seep into the bowl. When it enough drains out, the tank will refill. Just replace the flapper. Most are held on by two prongs on either side of the overflow tube. A new one is about $3

The flapper valve could be leaking, draining the upper tank. Check to see if the rubber has gotten torn or dried out over time. Or part of the flushing chains are getting caught in the mechanism.
