This happened once to my van. There is a pin inside the transmission that locks the wheels when the shifter is in "Park". That pin had broken off and was bouncing around inside the transmission and eventually jammed it so that the shifter was stuck in "Drive". I had the get my transmission rebuilt. I hope yours is a simpler problem. Perhaps there is a simple problem with the linkage between the steering column and the outside of the transmission.

your syncros might be worn or the shifter might need a new plasice ball on the end or the whole shifter needs rebuilt
The most common cause of the shifter to be stuck in park is a broken spring retainer in the shifter assembly. The only fuse that could cause that would be the brake lights fuse. If you have brake lights, it is not a fuse problem.
Check the switch on the brake pedal that allows the transmission shifter to move into gear. If this switch/cable is broken the shifter doesn't know the brake is pressed so it will not allow shifter to move. It is a safety feature... a good one too.
It may just be a screw came loose underneath your gear shifter. That is what happened to me. Just slide the stuff up to the top of your gear shifter and look underneath. If one of the bolts is udone, just simple put it back on.
There is a part called the Shifter Sheet by Suzuki. This rubber part sits below the shifter ball in the top of the t-case. When it dries up and crumbles away the t-case shifter can get stuck. A new part is only a few dollars and is easy to replace. If you have this issue, you also probably have a sloppy shifting 5 speed transmission. A new "shifter bolt" will fix this issue.
Fuel pump is locked up. Replace it.
Make sure the shifter handle is fully engaged in park. On my '92 caravan, I have to push the shifter up and forward again after putting it in park, to make sure it's fully in park. My ignition switch won't turn off all the way or door locks work until I do that. Also, you might have a loose shifter mechanism...jiggle it while turning the ignition switch at the same time.
Check the neutral safety switch on the shifter. If you place the shifter into neutral or push the shifter harder into the park position, this may change the switch position to allow it to start. Your shifter assembly is just shot. Happens to most older ford/mercury shifters. There is a shifter rebuild kit available online...usually Ebay, that sells for about $85 that will fix it. It comes with a new link, some plastic and rubber bushings etc. and can be easily installed from under the car. Look for a shifter rebuild kit. To prevent this from hapening again DO NOT DRIVE with your hand ON THE SHIFTER! Use it only to shift!
