After the Russian Empire was overthrown, Lenin and the Soviet Union had the Vecheka also called the Cheka.

The Cheka became the GPU. Then the GPU became the OGPU. The OGPU then became the GUGB. The GUGB became the NKGB. The NKGB became the KGB.

These were the secret police forces. Sometimes they were incorporated as separate but distinct lesser agencies under the umbrella NKVD. At other times they were not. It is a very complicated transition.

The NKVD had existed since 1918 and handled all internal security matters, such as uniformed police and fire departments and uniformed military units too. Thus the "NKVD" was not itself a secret police force. The secret police forces were put into it and it just became easy to call the NKVD the secret police, but the NKVD was much more than just the secret police.

The role of the Soviet secret police was to combat counter-revolution and sabotage. The name of the first secret police was the Cheka, which was short for the the Russian acronym for the All-Russian Extraordinary Committee to Combat Counter-Revolution and Sabotage.

In a large way it was not a "secret police" because they were uniformed and operated mostly openly. Everyone knew who the "Chekisty" were and that was one reason they were so effective. They were everywhere and their mere presence suppressed any dissident thoughts or actions.
