The Phillipines was reluctantly a US insular territory.

After the US assumed control over the Philippines from Spain in 1898, it decided not to grant independence (as occurred with Cuba). Some Filipinos fought for independence from the United States in a war from 1899 to 1902, and in a guerrilla movement until 1913. In 1935, a commonwealth was established, but World War II and the Japanese occupation of the Philippines delayed independence until 1946.

Spain owned the Philippines until it was transferred to the US by the 1898 Treaty of Paris. The US and Spain were at War and one of Spain's Naval Fleets was based at Manila. The US attacked and destroyed that fleet.
