There were a number of problems involved in the Louisiana Purchase by the United States. First was President Jefferson's concern that the Federal government might not have the right to purchase new land for the nation. Second, once the land was purchased, its vast, unexplored size posed challenges for effective governance. Finally, Spanish and Native American influence within the new territory was still significant: Americans moving westward could (and in fact did) put their lives in danger despite the new ownership of the lands in question.

His ideology was to be against government-aided expansion.(He was against the government taking too much power not explicitly listed in the constitution.) However, he felt that since France was selling the whole Louisiana Territory for so little, (he had offered about half the price for one tenth of the land), it was too good a deal to pass up.

He is very strict in following the Constitution, so when he was offered the Louisiana territory he hesitated because no where in the Constitution does it say about the President's right to buy land.

The Constitution does not give the President or Congress the power to buy territory.

The US had to borrow money from foreign banks to make the purchase. France under Napoleon was about to go to war with the rest of Europe so giving him money would not please anybody in Europe but France. The new territory could form new states that would upset the balance between free and slave states and otherwise dilute the power of existing states.
