In fact by the words of the Framers all the colonies where together in the beginning of this great experiment the "United States of America" Delaware . Certainly meaning no… disrespect toward our comrades and fellow citizens in Delaware, it should be pointed out that technically there was no 'first' state, with other states following at a later time. The Constitution provided that it would take effect when nine states ratified it, so in a very real sense, all of those states became members of The United States at the same instant. Delaware certainly has the right to claim that it was the first to ratify the Constitution. (And of course without a first state, there could never have been the nine states required.) Using the above terminology it would be Pennsylvania. Why? on July 4th 1776 in Liberty hall in Philadelphia the Declaration of Independence was ratified. This being when the first official use of the United States of America then Pennsylvania would be first. If Oldest it would be Florida , due to Spanish exploration and settlement of Saint Augustine, the oldest city in North America and in the US.
