Israel is important to Jews because God promised it to Jacob (Genesis ch.28), the father of the Israelites, and his descendants. Jacob was renamed Israel by God (Genesis ch.35); and the Israelites lived in Israel during the era of the Patriarchs (220 years), during the era from Joshua until the First Destruction (850 years), during the Second Temple era (420 years) and afterwards. They remained a majority in the land for another 300 years after the Second Destruction; and a minority of Jews remained there throughout the ensuing centuries.
Israel had been the site of the First Temple, built by King Solomon; the dynasty of King David; the Second Temple, built by Ezra; and the Hasmonean Dynasty. It was where the Hebrew Prophets lived, and where the Mishna (Oral Torah) was codified. Also, many of the Torah's commands apply only in Israel.

The city of Jerusalem is located in that section of Palestine known as the?

That section is internationally recognized as a part of the sovereign state of Israel. It depends how the term "Palestine" is defined. If the question is referring to the former British Mandate of Palestine, then Jerusalem is de jure divided between the Sovereign State of Israel and the de jure claim of the State of Palestine. If you are specifically referring to the claim made by the State of Palestine, Jerusalem would form part of the general region of the West Bank. However, the State of Palestine has never had sovereign control of any part of Jerusalem.

Why do Arabs claim a right to Palestine?

The Arabs claim a right to Palestine because many of them used to live there in harmony with Christian and Jewish neighbours. The whole situation was very badly planned in the beginning going back to the Balfour Declaration in the 1920's. The United nations actions in 1948 did nothing to help, and should be changed giving both sides some land. -Unfortunately both sides are now entrenched in such violently opposing points of view that a fair resolution will never be found.
