When the Constitution was proposed, there were no provisions in it for protecting the rights of the citizens. When supporters of the Constitution agreed to the addition of the Bill of Rights to the document, most opposition ended.

The Bill of Rights was added to the Constitution, in order to appease the Anti-Feds.

The Anti-Feds didn't like that the constitution only stated the rights and rules of the government, and left out peoples' rights. They wanted their rights "set in stone" instead of just implied.
