Google Earth (free version) and Google Earth Pro do NOTallow you to see "live"' photos and imagery of people. Most imagery is greater than 3 years old and new imagery is usually not newer than 6 months due to the lengthy process of processing the satellite and street view imagery.
Google Earth, however, does provide a feature to show "live" web cams at selected locations, which is provided by a third-party company. While it's not true real-time it's actually time-lapsed video.
For live feeds of particular locations like your home, you need to purchase security cameras.
