Generally, the people in charge of the central government. The people who think the regional governments should have more power tend to be the people in charge of the regional governments. Funny how that works out.
State governments had a large degree of power. A large reason of why the Americans made a new Constitution was because the central government was too weak. The nation would have fallen apart if it had stayed that way.

I am assuming by level, you mean level of government. There is no distinction between government on a national level and government on a federal level. The federal level of government is the highest tier of government because its central to the nation. It represents a union of states. Those union of states form a nation. So you see how the two terms are interchangable, and can be used synonymously. The federal government is government on a NATIONAL level.
A nation with a confederate government has a political system in which states or regional governments have the ultimate authority except for those powers that are expressly given to a central government. The US was a confederation from 1776 to 1787 under the Articles of Confederation.
