Woah, that's a loaded question. What are you building? How much money you have?

I'll assume its custom Cabinets and Furniture, and your loaded with $$

Stationary tools:

Table Saw, Jointer, Planner, Band Saw, Radial Arm Saw,Mitre, Saw, Shaper, Edge Sander, Pocket screw cutter and Face Frame table, wide belt sander, cnc (point to point or router) machine. Do you need a Spray booth? are you broke yet?

Hand tools:

Routers, Belt Sanders, Cordless Drills, Jig Saw, Finish Sanders ( 1/4 & 1/2 sheet), Radom Orbit Sander, 1/4"- 1" Chisels, Router Bits, Drill Bits and I'm sure lots of misc. crap I missed.

its a list that never ends. I've been woodworking for 30 years now and I still need more.

Be sure to Buy HIGH quality stuff and you won't have to buy it twice.

How do you make woodworking tools?

Woodworking tools are usually made from good quality steel so that they can be given very sharp cutting edges. So, it is normal to buy most tools from a tool-shop. The methods for making the correct steel, shaping it and hardening it properly and so on are best found in technical books --- a public library could help: there is probably no short answer to this. ---------------------------------------------------------------------------------
