You can't do anything (unless you want to resort to violence) but SHE can. She needs to be firm in telling him to leave her alone. If that doesn't work she needs to change her phone service so that she can block her calls or alternatively make note of when he calls and go to court to seek a restraining order to stop him from harraassing her. But start small.
