First attempt to submerge the victim where their head is out of the water completely.

Then check their ABC's (airway, breathing, and circulation) to see if vitals are clear. If not all vitals are clear:

Clear airway (around the throat) and IF UNCONSCIOUS preform CPR and call 911 immediately and wait for paramedics to arrive.

Help them out of the water then check their ABC's (airway, body, and circulation) if they are conscious, give mouth to mouth. If they are unconscious, give CPR and call 911 for help. Hopefully, this will never happen and you won't have to go through this. (p.s don't listen to letter B on the ABC's, I honestly didn't know that part.

Get to them as quickly as possible, keep their head up and out of the water with one arm, and with the other arm, side stroke to safety. The do the A, B, Cs of rescue (securing airway, ensuring breathing, and checking circulation - pulse). Call for help, during the rescue and activate 911, as needed.

Approach victim with rescue tube. place the tube between your chest and the victims shoulders, role the victim face up and tow the victim back to the shallows. remove victim from water. Check for breathing and pulse. if no pulse begin CPR; 15 chest compressions to 2 breaths, repeat until victim responds or the EMTs arrive.

You can't really do anything, because you're dead. I mean this is just a guess but I think all you do after you drown is blow bubbles and sink. Those bubbles are more and more air coming out of your body and not returning. Lungs don't work for water: that's the reason why people can't breathe underwater. Humans don't have gills, either. So I guess the answer is blowing bubbles, sinking, and dying.

The best way to save someone if they're drowning is by doing a front dive because the person drowning will most likely end up at the bottom of the pool but just jump in if your in the shallow end of a pool once you take them out of the pool or beach water scream " I need a lifeguard" people will take you to them and they will give them CPR but if you already know how to do CPR do it right away

Throw then something buoyant or a rope to grab, do not go in the water with them unless you have been trained to do so and it is safe for you to do so.

It doesn't matter what the law states or doesn't state; the important factor is to consider reducing or eliminating your liability if someone were to trespass and then drown on your property. spend the $10,000.00 dollars on a 6 foot fence, landscape to make it attractive, and enjoy your pool.
