WOW... paint not drying is a problem. If it won't dry there are a multitude of things that could be going on or i should say, wrong. Need more info from you to help you. What type of paint is it (oil or water based)? What surface was it applied to? Was it pre-mixed (off the shelf)? Did you prep the surface first and if so what did you use to clean it with? What temperature is the surface exposed to and is it humid? Holler back at me and I'll try to help.
Paint is made up of liquids and solids. When paint dries, the liquid part of paint evaporates, leaving the solid with the pigment. When you walk into a freshly painted room, the evaporated paint liquids are what you smell.
There are many reasons that paint wouldn't dry.
Defective paint is very rare, chances are, it's one of the first four reasons.
It depends on the reason that it isn't drying. If you've painted during high humidity, or if too many coats were applied to quickly, then wait, and wait some more. eventually it should dry.
If it is a problem with the paint, or if it still hasn't dried within a week, remove the paint, prime, follow the directions on the can so that you allow the primer to dry fully before applying a coat of paint. Then allow that paint to dry according to the directions, anywhere from one hour to 24 hours to recoat. Don't rush it.
Water based enamel dries very fast. Chances are what you have is an oil based enamel which can take as much as ten time longer to dry. Patience is the key with oil based paint.
No. If it is a latex paint, it is not flammable when its wet or dry. If its an oil paint, it is not flammable when it is dry.
If you sat and watched paint dry that would be very boring, right? It means boring.
I'm pretty sure its only flammable when its dry, since its water based, it wouldn't be flammable in liquid form.
No.
Once the paint is dry, it shouldn't smudge or run, if it did, the paint wasn't dry. (Fabric Paint, is just like enamel paint, it just has extra ingredients in the paint so it can be washed)

Watercolour has a short drying time. It only takes minutes for the paint to dry. The time it takes for the water to dry is how long it will take for the paint to dry.
Because it's soaking in to dry unused surfaces.
usually sandng is going to be your best bet for smoothing out lumps of dry paint
If you say that watching an activity is like watching paint dry, you mean that it is very boring.
