Because the Nestene Consciousness got mad at The Doctor for destroying his/her planet in the old series where all he did was he couldn't save it from certain destruction. The Consciousness escaped before its planet being destroyed and then chose Earth as its next home world, and with Nestenes powers to control plastic, and all the plastic we own at Earth, what could be a better home world! So to make a new home Nestene had to kill or "Plastify" every human being so nestene brought the autons back which are those plastic people. But when The Doctor told it what really happened Nestene turned his words around by saying that The Doctor saves so many things, & wonders why The Doctor forgot about him. So Nestene raged on a bit, making the autons kill more people when Rose kills Nestene with the Anti-Plastic.
