The United States, Canada and Greenland.

Greenland is a self-governing part of Denmark, and as such is not a separate country. Neither are the French islands of Saint-Pierre et Miquelon, which lie to the south of the island of Newfoundland, a separate country.

The Commonwealth of the Bahamas is a sovereign nation, having gained its independence from Britain on July 10, 1973. The Bahamas lies north of the southernmost part of Mexico's northern boundary.

Canada, United States, and possibly Greenland, which is actually a territory of Denmark. There are several islands in the Caribbean that are part of North America as well, but they are not north of the Northern border of Mexico.
