To transfer film based movie to video, a tele-cine unit is used. This is a device that is similar to a film projector but has a camera instead of a projection lens.
As the film is run through the gate, the camera captures each frame and so converts it to a video signal. In the past, this was used every time a film was broadcast but as data storage is becoming ever cheaper, the captured video is often stored in archives ready for play out at a later date.
There are also an increasing number of movies that are now mastered digitally and so have electronic versions available for broadcast.
