Massachusetts and New York are about tied for being the state with the strictest gun control laws. In both of those states, one must have a permit just to own a handgun. However, Washington D.C., though not a state, has the strictest laws of all. They have an outright ban on handguns. You can have shotguns or rifles, but they have to be kept locked in a safe, without ammo. Also, they can't be semi-automatic.

Australia does. The punishment is like jail for 10 years and $10 000 fine. It's hard to compare with other countries, but I think Australia is the strictest. Answer China has some strict laws, too. If you get caught poaching pandas there you are executed. Watch out, poachers!
At this point, it becomes more than stalking, and now falls under "tracking." Tracking without a federal warrant is highly illegal, and would break both state and federal laws, so I'd stop if this is what you're doing.
The question is NOT necessarily a true statement. Stalking laws can vary greatly from state-to-state and not all are worded in that fashion, or require that particular element in order to form the offense.
